Governor Chukwuma Soludo has called for stronger collaboration between government and the church to tackle moral decline, insecurity and other social challenges confronting society.
Soludo made the call at the 2026 Church Shift and Holy Spirit Conference held at the International Convention Centre, Awka.
He said while government has the constitutional mandate to enforce laws and punish offenders, it lacks the capacity to transform people's values and character.
"The state can make laws and sanction those who break them, but it cannot change the human spirit. That is where the church has a critical role to play," he said.
The governor said his administration's Public-Private-Community Partnership (PPCP) development model recognises the role of faith-based organisations in achieving sustainable development.
According to him, government alone cannot address insecurity, moral decadence and the erosion of societal values, urging religious leaders to become active partners in rebuilding ethical standards.
Soludo also cautioned against what he described as the growing tendency to seek "the crown without the cross," saying leadership must be anchored on sacrifice, integrity and service.
"Our future is tied to the wisdom of our past. We must return to those enduring values that built strong families and communities," he said.
He reaffirmed his administration's commitment to working with churches to promote what he described as "responsible Christianity" and urged clerics to lead by example.
In his remarks, the convener of the conference, Bishop David Ogbueli, said nation-building requires collaboration between government and the church.
Ogbueli said the church was called to be "the salt and light of the world" by restoring moral values and promoting the teachings of Jesus Christ.
"Loving God and loving our neighbours remain the foundation for building peaceful and prosperous societies," he said.
