South African Police Chief Suspended Over Alleged $21m Health Contract Irregularities

South Africa’s President, Cyril Ramaphosa, has placed the National Police Commissioner, Gen Fannie Masemola, on precautionary suspension following his court appearance over alleged financial misconduct linked to a disputed health services contract.

Masemola, who appeared in court on Tuesday, faces four counts of violating the Public Finance Management Act in connection with a $21m (£15.5m) police health services tender awarded in 2024. The contract, which has since been cancelled, is now under criminal investigation.

The police chief denies any wrongdoing, insisting he is confident of his innocence while allowing the legal process to run its course.

Announcing the suspension in Pretoria, Ramaphosa said the decision was taken due to the seriousness of the allegations and the importance of maintaining public confidence in the country’s law enforcement leadership. He added that the police service must remain “ethical, capable and effective” in tackling crime.

The President also confirmed that Lt-Gen Puleng Dimpane, previously the service’s chief financial officer, will assume the role of acting National Commissioner. However, her appointment has already drawn scrutiny, as she held a senior financial oversight position during the period in which the alleged irregularities occurred.

The case centres on a contract awarded to a company linked to businessman Vusimuzi “Cat” Matlala for the provision of healthcare services to police officers. The tender was later cancelled in May 2025 after coming under investigation.

Authorities say multiple senior officers have been charged in connection with the deal, alongside Matlala, who faces separate corruption allegations. Masemola is the most senior official implicated so far, though unlike others, he has not been formally charged with corruption itself.

The allegations emerged during hearings of the Madlanga Commission, established last year by President Ramaphosa to investigate corruption within the police service.

Masemola is the third South African police commissioner to face criminal scrutiny while in office, deepening concerns over governance and integrity within the country’s policing structures.
