Enugu Launches Full Digital Transformation of Land Transactions

The Enugu State Government has deployed the Governor’s Governance Delivery Team to the Enugu State Housing Development Corporation (ESHDC) as part of reforms aimed at restoring transparency, accountability, and investor confidence in land and housing transactions.

In a statement issued on Tuesday, the Secretary to the State Government, Prof. Chidiebere Onyia, said the government was aware of concerns raised by citizens, residents, and investors who purchased land or property from the Corporation, assuring that immediate steps were being taken to address them.

He said Governor Peter Mbah had approved a comprehensive intervention involving a Governance Delivery Team led by the Senior Special Assistant on Revenue, Adenike Okebu, to conduct a full review of transactions, allocations, remittances, and title records.

“The Governor acknowledges the frustration felt by many property owners over the years. That is precisely why this intervention was ordered,” the statement said.

According to the statement, the team has already begun a forensic review of ESHDC financial records, including digitisation of legacy files, reconciliation of allocations and payments, and identification of irregularities, as part of a transition to a fully digital workflow system.

All persons who purchased land or property from the ESHDC have been directed to register and upload their documents via the official portal, eshdcportal.enugustate.gov.ng.

Required documents include allocation letters, receipts, survey plans, deeds, and other relevant records. The statement added that applicants would receive verification notifications and email confirmations after submission.

Complaints and unresolved cases may also be submitted through the portal or via eshdc@enugustate.gov.ng.

The statement warned members of the public against paying any individual or agent for registration or verification.

“You are not required to pay any amount to any individual or agent to register your property or facilitate your verification. Any person demanding payment in connection with this process is acting illegally,” it added.

The new framework, according to the statement, is expected to deliver an end-to-end digital land administration system, including instant issuance of allocation letters upon completion of purchase, processing and delivery of Certificates of Occupancy within 72 hours, real-time application tracking, and secure digital records backed by verified documentation.

It added that the reforms form part of Governor Mbah’s broader agenda to position Enugu as Nigeria’s most investment-friendly state by eliminating opacity and strengthening institutional trust.

“The portal is open. The team is working. Resolution is near,” the statement said.

The statement assured that all valid transactions would be honoured and urged affected property owners to cooperate as the verification exercise continues.
