Soludo Launches ‘Solution 2.0,’ Orders Cabinet to Deliver Legacy Projects

Governor Chukwuma Soludo of Anambra State has directed members of the State Executive Council and Permanent Secretaries to prioritise high-impact legacy projects capable of significantly improving the quality of life of residents as part of efforts to actualise the state’s long-term Vision 2070 development agenda.

Governor Soludo gave the directive during the inauguration of the Anambra State Executive Council (ANSEC) Retreat held in Awka, where he formally launched a new governance phase tagged “Solution 2.0: Acceleration With Precision.”

The retreat marked a strategic transition from the administration’s foundational stage into what the governor described as a period of rapid, targeted and result-oriented policy implementation across ministries, departments and agencies.

Addressing cabinet members and senior government officials, Soludo challenged them to adopt a long-term performance-driven approach to governance by visualising the end of their tenure and working backwards to achieve measurable developmental outcomes.

The governor instructed all officials to immediately draft their future valedictory addresses for March 2030 as a planning exercise designed to strengthen accountability, focus and execution.

According to him, the exercise would compel public officials to define the achievements they intend to be remembered for and align their present responsibilities with future goals.

Governor Soludo reiterated that his administration’s central objective remained the transformation of Anambra State into “a livable and prosperous smart megacity,” while laying the institutional and economic foundation for the state’s Vision 2070 agenda.

“This governance framework is designed to lay the foundation for Vision 2070 through a development strategy inspired by global tech and economic hubs,” the governor stated.

“The long-term objective is to position the state as a primary hub of sustainable economic prosperity across the continent,” he added.

The governor explained that the “Solution 2.0” initiative was designed to accelerate implementation of strategic policies capable of repositioning the state economically and socially.

To achieve this objective, Soludo identified two major socio-economic and cultural shifts central to his administration’s philosophy.

According to him, the first is an enterprise-driven philosophy aimed at creating a commercially innovative environment capable of harnessing the entrepreneurial spirit of Anambra people and transforming the state into a technology and innovation hub.

The second, he said, is homeland consciousness, which encourages citizens to invest, reside and spend within the state in order to stimulate sustainable domestic economic growth.

Governor Soludo also warned against bureaucratic delays and inefficiency within the public service, stressing that citizens evaluate governments based on visible impact rather than administrative activity.

“The public evaluates governance by real, visible changes rather than the volume of administrative activities or the number of meetings held,” he said.

As part of the administration’s performance-focused agenda, the governor directed members of the executive council and heads of ministries, departments and agencies to concentrate on projects capable of producing measurable and lasting impact on residents.

“Success will be measured by delivering core achievements that a minimum of 40 percent of the population can collectively agree significantly upgraded their quality of life,” Soludo stated.

He further directed all ministries, departments and agencies to align their budgets, institutional priorities and policy frameworks with the administration’s five strategic pillars of development.

The governor noted that the aggressive implementation timeline under “Solution 2.0” was intended to eliminate procrastination and ensure maximum efficiency across all arms of government.

The Deputy Governor of Anambra State, Dr Onyekachukwu Ibezim, members of the State Executive Council and Permanent Secretaries attended the retreat, which also featured presentations on projects and programmes mapped out for the second phase of the Soludo administration.
